28 year old with major temper tantrums - what do we do to help?

I currently live with my sister who is 28 years old with an amazing degree in Fine Arts and Entertainment Arts with a private college in the NW. After college, she decided to crash at home for a year or so to get her life together and apply for jobs and move out. It has been over 2 years now. She has refused to apply for any job even if friends and family set up interviews and applications for her. She makes no effort to make money or move out.
On top of that, every month when she is in her monthly cycle (which is very, very irregular and can carry on for 1-4 weeks straight) she throws huge temper tantrums every day. The tantrums include throwing and breaking personal belongings (art she has done in college, her electronics, etc), screaming at the top of her lungs for 30 minutes to an hour of how much of a "failure" she is, punch holes in walls, break windows, stoves, oven glass, or fridges, and hit herself in the stomach and/or head countless times pretty hard with her fist, a door, or whatever is in her hand at the time. These fits happen whenever she has to go out or receives small criticism from friends or family. It is getting unbearable and she refuses to help herself or seek help. She only acts like this at home - not around friends at all.
If you would like more information ask, but my family and I are very desperate for help because it is affecting everyone around her. We really don't know what to do and fear for her safety and health.

you need to have her see a Dr. for the cycle imbalance getting on a pill might help the mood swings and over all health. Has she ever been treated or diagnosed as having Asperger syndrome or any form of autism? Get it checked out not normal behaviors.

She needs professional help. Consult a psychiatrist.
